Stop Light on Monterey & Third St

This Stop Light is useless at this time and should be blinking RED! If a car turns right from Third Street onto Monterey St, It backs up North Bound traffic on Monterey for two minutes and no one is crossing onto Monterey Street.  Useless Light!
